CHERRY VALLEY AREA, Riverside County — October 28, 2026. Residents following development around the Interstate 10/Cherry Valley Boulevard interchange have an important city-planning proposal to watch. The City of Beaumont’s official planning page describes a potential 78.5-acre “Golden Triangle” annexation involving nine parcels along Cherry Valley Boulevard between Calimesa to the north and the Sunny Cal Specific Plan area of Beaumont to the east.
What land is covered?
Beaumont lists nine parcels totaling approximately 78.48 acres. Seven parcels, approximately 20.29 acres fronting Cherry Valley Boulevard, currently carry Riverside County’s Scenic Highway Commercial zoning. Two easterly parcels, totaling approximately 58.19 acres, are zoned Residential Agricultural with a one-acre minimum. One of those two parcels contains an existing residence, according to the city’s published project description.
What is proposed?
The city proposes considering a General Plan amendment, pre-zoning and an environmental review addendum. The proposed city designations include General Commercial and Rural Residential 1, with corresponding Community Commercial and Rural Residential zone districts. The city also describes a proposal to authorize an annexation application through the Riverside County Local Agency Formation Commission (LAFCO).
These descriptions are of proposed policy and boundary changes. They do not show that the property has already joined Beaumont, that LAFCO has approved annexation or that a particular new store or housing development has received a building permit. Changing land-use designations and annexing a territory are separate legal steps from approving construction.
Why this matters to Cherry Valley-area residents
Annexation and land-use policy can change which local government provides services and regulates future development. Residents and nearby property owners may want to review public safety access, road traffic, utilities, county-to-city service transitions and how future planning applications would be evaluated. The proposal is geographically associated with Cherry Valley Boulevard; it is not an announcement that the entire community of Cherry Valley is being annexed.
Where can residents see the documents?
The city’s Golden Triangle Annexation, General Plan Amendment, Pre-Zoning and EIR Addendum project page provides the project location, proposed land-use map, draft ordinance, change maps and draft plan of services. Residents should check updated City Council agendas and LAFCO records for the latest hearing date and outcome; the project overview itself does not prove a final vote.
